Hengtai Intelligent Manufacturing Overview
Founded on January 30, 2023, Shandong Hengtai Intelligent Manufacturing is a micro-enterprise under Shanghai Terui Si Technology & Trade, with a registered capital of 25 million yuan. The company focuses on manufacturing mining machinery, environmental protection equipment, and import-export business. The High-Tech Zone project has a total investment of 323 million yuan, covering 64.91 acres with a building area of 30,000 square meters. The project focuses on crushers, dust collectors, and other products, planning to install over 60 core pieces of equipment, including laser cutting and robotic welding systems, to create an intelligent, green production base. In September 2023, the environmental impact assessment (EIA) was completed, and approval was granted on October 8, 2023. Construction officially began in March 2024, with the project listed as a key district project and receiving "three-level support" services to accelerate progress.

Challenges and Government-Enterprise Collaboration
During construction, challenges arose. In April 2024, a signal tower on the land conflicted with the factory design, causing construction to stall after unsuccessful coordination with the operator. The project manager, Li Gaolong, reached out to Zhang Yang, a government support officer from the High-Tech Zone’s Business Service Office, to seek assistance. Zhang quickly coordinated with the operator and relevant departments, and within two weeks, the signal tower was relocated. Just two weeks later, an underground water pipeline crossing the factory site impacted the foundation work. Zhang once again facilitated communication with the park’s construction bureau, and in just over a week, the pipeline was rerouted, ensuring that construction could proceed without delays.
Speeding Up Construction and Technological Empowerment
Throughout the construction process, Hengtai also worked on building the production line and refining core technologies. The company developed an intelligent production system integrating sensing, decision-making, and control functions, driving the deep integration of manufacturing and information technologies. In January 2025, Phase 1 was completed and entered trial production. The first batch of equipment successfully rolled off the production line and quickly secured overseas orders due to its low energy consumption and intelligent features. On January 16, 2025, People’s Daily reported on the project as a typical example of the High-Tech Zone’s business support initiatives.
Completion and Export Success
On February 28, 2025, Hengtai released the environmental acceptance monitoring report for Phase 1 (with a public review period until March 31, 2025), marking the project’s compliance for full-scale production. Currently, the trial production line is operating smoothly, and products are being exported to Southeast Asia, South America, and the Middle East, successfully establishing the "Linyi Intelligent Manufacturing" brand. When fully operational, the project will produce 800 sets annually, with an output value of 180 million yuan and tax revenue of 37.88 million yuan, while creating 300 new jobs, injecting strong momentum into the High-Tech Zone’s industrial upgrade.

From business registration and environmental impact assessment to Phase 1 production, Hengtai’s growth is a vivid example of the High-Tech Zone’s efforts to optimize the business environment. Moving forward, the High-Tech Zone will deepen its “1+2+3 Business Support Model,” providing precise services to ensure the full-scale production of Hengtai’s project and supporting the growth of enterprises in the high-end equipment manufacturing sector.
